If the Visa® Prepaid Card is a CalABLE or PA ABLE Card, you can choose whether the cardholder can use it to access cash, and how much they can withdraw at a time. You can manage cash access from the Spending Settings tab on the online dashboard or the Spending Settings page in the True Link mobile app.
In this article, you'll learn which Cards can access cash, how to allow or block each type of cash access, how to set a cash withdrawal limit, and the daily and monthly cash limits that apply to every eligible Card.
Which Cards can access cash?
Only CalABLE and PA ABLE Cards can be used to access cash. Cards from all other ABLE plans and from 529 plans can't be used to withdraw cash or get cash back, so the rest of this article applies only to CalABLE and PA ABLE Cards. For more information, see Can I withdraw cash with my Visa® Card?
If your Card can't be used to access cash and you need cash for an expense, you may wish to request a withdrawal to your bank account through Vestwell instead.
Before you begin
- The cardholder will need a PIN. A PIN (personal identification number) must be entered to access cash, such as at an ATM, with cash back, or at a bank. If the Card doesn't have a PIN yet, see Set or change a PIN.
Types of cash access
You can allow or block each of these three ways to access cash separately:
- Cash withdrawals at ATMs
- Cash back at the time of a purchase
How to allow or block cash access
When a type of cash access is blocked, all attempts to access cash that way will be blocked.
Option 1 – True Link mobile app
- Log in to the True Link mobile app and tap Spending Settings.
- In the Cash Access section, tap the toggle for each type of cash access to set it to Allowed or Blocked.
Option 2 – Online dashboard
- Log in to your online dashboard and go to the Spending Settings tab.
- At the top of the page, find the Cash access section.
- Click the toggle for each type of cash access to set it to ALLOW or BLOCK.
How to limit the amount of each withdrawal
If the cardholder needs access to cash but you'd like to limit how much they can take out at a time, allow the type of cash access they need, then set a cash withdrawal limit. The limit applies only to the types of cash access that are allowed. Blocked types stay blocked.
Option 1 – True Link mobile app
- In the Cash Access section, set the type of cash access you want to permit to Allowed.
- In the Spending Limits section, tap Edit and enter a cash withdrawal limit.
- Tap Save.
For example, if ATM withdrawals are allowed and the cash withdrawal limit is $50, the cardholder can withdraw up to $50 at a time from an ATM.
Option 2 – Online dashboard
- In the Cash access section, set the type of cash access you want to permit to ALLOW.
- Scroll down to the Spending Limits section and check the box next to Cash withdrawal limit.
- Enter the cash withdrawal limit.
For example, if cash back is allowed, ATM withdrawals are blocked, and the cash withdrawal limit is $30.00, the cardholder can ask for up to $30.00 cash back per purchase but can't withdraw cash at an ATM.
There is no limit to the number of withdrawals the cardholder can make, but the daily and monthly limits below still apply.
Daily and monthly cash limits
In addition to any settings you choose, every CalABLE and PA ABLE Card has the following cash withdrawal limits.
Daily limits:
- $500.00 per day from an ATM or point-of-sale transaction (e.g., cash back with a purchase)
Monthly limits:
- $3,000.00 per month from domestic ATM or point-of-sale transactions (e.g., cash back with a purchase)
Daily limits reset at midnight Pacific Time, and monthly limits reset on the first day of each month.
Please be aware
- Temporary overrides include cash access. On a CalABLE or PA ABLE Card, a temporary override to allow all transactions also allows cash access, and an override to block all transactions also blocks it, until you remove the override.

What happens next
Once your cash access settings are in place, they take effect immediately. From here, you may want to:
- Review spending limits – set a purchase spending limit alongside the cash withdrawal limit.
- Customize alerts – get an email or text message when the cardholder withdraws cash.
